But he is known to have experimented with drugs in his early college years. And he confesses about his experiences in the telephone interview.

Although Steve admitted his earlier experience with drugs, he denied that he had not repeated the same mistake again during the period that was needed for his security clearance. The translator got the last sentence of the first paragraph wrong. Utterly wrong. He misinterpreted the statement as Steve's response to the executive. It only mentions Steve's complete denial of the drug use during the required period.
